The Osceola Main Street Board of Directors is composed of a dedicated team of volunteers who contribute their time, expertise, and resources to serve the greater community as a whole.
Harbans Mangat is the President of Osceola Main Street and a dedicated community leader. Originally from California, she now calls Osceola, Arkansas home and is deeply committed to giving back through her volunteer work with various organizations. Harbans made history as the first elected Indian to hold a government seat in Arkansas. She and her husband, Bill Mangat, are fully invested in the growth and well-being of Mississippi County. A lover of travel and books, Harbans enjoys exploring new places and reading in her spare time. She is also a proud mother to her two children, Jiya and Harvin.
Mrs. Sandra Mitchell is the Chief Executive Officer of Joe Harris Jr. Trucking Inc. and the Executive Director of Delark2 Care, a subsidiary of Joe Harris Jr. Trucking Inc. With over 30 years of experience at Joe Harris Jr. Trucking Inc. and several months with Delark2 Care, Mrs. Mitchell brings a wealth of knowledge and leadership to both organizations. Prior to her current roles, she served as a Medical Health Technician for 8 years at Woodridge Behavioral Health Facility.
In addition to her professional work, Mrs. Mitchell is deeply committed to serving her community. She is the executive director and co-founder of Osceola Shalom Community, a volunteer organization focused on assisting the underprivileged. Mrs. Mitchell also served as a Commissioner for the Arkansas Minority Health Commission for 5 years. Currently, she holds several leadership positions, including Secretary of the Mississippi County Haven Board, Secretary of the Mississippi County Facility Board, and a member of the ANC Community Foundation Board, Osceola Main Street Board (Vice-Chairperson), and the Osceola Chamber of Commerce.
Beyond her professional and community work, Mrs. Mitchell is a dedicated wife and grandmother. She has been married to Derrick Mitchell Sr. for 24 years, and together they have five children.
Hi! My name is Billie Ann Heugel and I’m currently the treasurer of Osceola Main Street and the chairman of the Promotions Committee. I was born and raised in Osceola and graduated from
Osceola High School in 1994. I moved back to Mississippi County in 2020 when I married Osceola native Gary Heugel, and we opened up Gary’s Pizza on February 1, 2021. I have worked in the health insurance industry for over 25 years and currently is an Account Executive/Producer for Higginbotham Insurance Company. In addition to my professional work, I have a passion for my hometown, and I have roots that run deep here. I not only work with the Osceola Main Street Organization but also with other committees throughout South
Mississippi County. Including the Osceola Heritage Musical Fest, Osceola/South Mississippi County Chamber of Commerce, and National Night Out, just to name a few. I was extremely honored to be named Volunteer of the Year in 2024.
In my spare time, I love to spend time with my family and love being a wife, mom, grandmother (YaYa), and friend. Making memories is my hobby! I feel extremely blessed to be able to work with such an outstanding organization!
My love of Osceola goes back four generations. My great-grandfather, N.G. Cartwright, was mayor of Osceola in 1883 and my grandfather, Raymond Cartwright and his brother owned a large retail store in downtown Osceola. My father, Dane Fergus, operated a furniture store and a jewelry store before opening an insurance agency downtown.
I received my BA from Mississippi State and joined my dad in the insurance business. I have been downtown Osceola for 46 years. I served on the Chamber of Commerce board for 15 years and was President of the Chamber Board in 1990 and 1991. I have been a member on the Osceola Main Street board since its re-entry as an Arkansas Main Street City in 1996 and have served on the Historic District Board. I am a member of the Osceola Kiwanis Club and served as President from 1986 to 1987. I also was part of the Music Fest Board for a number of years.
Hello Everyone I’m Carlene Overturf-Jones I live in Osceola Ar and I’m married to Doyle Jones who owns DJ Fencing. I work for ROHM America ( formally CYRO )
At ROHM I work for Operations of the plant, inventory and buyer. I have served on the activity committee for 20 years, safety committee and Relay for Life committee.
We attend First Baptist Church of Osceola AR.
I love to work out in my yard and going to Antique sales while traveling.
I have been a member of the Osceola Mississippi County Chamber, Lifetime member of Junior Auxiliary of Osceola, helped with food donations and worked for Music Fest for our home town. I believe in helping our community its always better to give than receive my momma taught me. I have some of the best friends in this community and I look forward to the exciting opportunities that are going on right now and for our future..
Robert "Bobby" Ephlin is a lifelong resident of Mississippi County and a 1985 graduate of Luxora High School. He attended Mississippi County Community College and graduated from the Arkansas Law Enforcement Training Academy in 1998. Robert is the father of 3 children: Zach, Addison, and Jackson, and is the Criminal Investigation Division Commander. He is the Past President of the Arkansas Narcotic Officers Association and the Past President of Osceola Main Street.
Cody Shreve is the Chief Operating Officer for the City of Osceola AR with over 10 years of government and non-profit experience. Cody has a Bachelor of Science Degree from Arkansas Tech University in Emergency Administration Management and a Master of Science Degree from Eastern Kentucky University with a focus on Safety, Security and Emergency Management and a Master Degree Certificate in Homeland Security from Eastern Kentucky University.
Outside of Codys professional work he loves to spend time with his spouse and four dogs while enjoying the great outdoors of Arkansas.
Mrs. Jill Forrester co-owns and operates Whitton Farms, located in Whitton, Arkansas. The Forrester's have been specialty crop farming for over 20 years. Jill and her husband Keith specialize in heirloom vegetables and flowers such as peonies, delphinium, poppies, and zinnias. Floral design an integral part of the farming operation that Jill heads as well as Whitton Farms seasonal, residential landscape service. Jill is also the Coordinator of Community Engagement at Arkansas Northeastern College, Wilson, Arkansas Campus, and serves on the Osceola Main Street Board of Directors. The Forrester's have been married for 23 years and have a 13-year-old son, Fox Forrester.

The Main Street Four-Point ApproachTM is a unique preservation-based economic development tool that enables communities to revitalize downtown and neighborhood business districts by leveraging local assets - from historic, cultural, and architectural resources to local enterprises and community pride. It is a comprehensive strategy that addresses the variety of issues and problems that challenge traditional commercial districts.
Since its founding in 1980, Main Street has been the leader than 2,000 programs and leaders who use the Main Street approach to rebuild the places and enterprises that create sustainable, vibrant communities. This approach has been implemented in over 1,200 cities and towns in 40 states across the nation with the help of the National Main Street Center and statewide downtown revitalization programs.
The success of the Main Street approach is based on its comprehensive nature. By carefully integrating four points into a practical downtown management strategy, a local Main Street program will produce fundamental changes in a community’s economic base.
Organization involves building a Main Street framework that is well represented by business and property owners, bankers, citizens, historic preservationists, entrepreneurs, public officials, chamber of commerce, and other local economic development organizations. Everyone must work together to renew downtown. A strong organization provides the structure and stability to build and maintain along-term effort.
Promotion creates excitement and vibrancy downtown. Street festivals, parades, retail events, and image development campaigns are some of the ways Main Street provides education on what’s downtown and encourages customer traffic Promotion involves marketing an enticing image to shoppers, investors, and visitors.
Design enhances the look and feel of the historic district. Historic building rehabilitation, street and alley clean-up, landscaping, street furniture, signage, visual merchandising and lighting all improve the physical image of the downtown as a quality place to shop, work, walk, invest in, and live. Design improvements result in a reinvestment of public and private dollars to downtown.
Economic Vitality involves analyzing current market forces to develop long-term solutions. Recruiting new businesses, creatively converting unused space for new uses, and sharpening the competitiveness of Main Street’s traditional merchants are examples of economic restructuring activities.
An Arkansas native, Catherine combines her love of history and historic preservation with downtown revitalization and sustainability. Catherine holds a BFA in Art History and MA in History with training in Museum Studies and Historic Preservation. She has served on the Boards of the Memphis Chapter of Association for the Preservation of Tennessee Antiquities and West End Neighborhood Association in Jonesboro, Arkansas. Catherine’s hobbies include hiking, photography, and serving as a pet parent to a menagerie of rescue animals.
Catherine is thrilled to have the opportunity to lead Main Street Osceola. “I see so much potential in downtown Osceola and I am so happy to have the chance to promote and preserve this community for visitors and residents.”
